Description of Artwork: The statue portrayed a nude toddler, writing the words "Who is responsible here" on a wooden wall.

The Incident: Saguatuck held an annual "Art 'Round Town" exhibition from 2001-2007, in which 42 pieces of outdoor artwork were put on display at different points around the town. In 2007, Kearnan's artwork was selected to be placed in front of city hall. In a 4-3 vote, the council ordered Art 'Round Town's organizers to find a different location for the statue, because, they said, the location was inappropriate.

Results of Incident: After widespread protest, the council held a special meeting and voted 7-0 to rescind its former decision. Nonetheless, the Art 'Round Town program was cancelled in the next year, due to a combination of financing problems and the dispute.
